CB is great but all private schools would fit nicely in the d1 bracket. No separate class. Everyone gets to stay in the OHSAA but it would be a fairer CB. If I am not mistaken, not only can you fair catch a kickoff, you can also make a legal forward pass as long as you do not make a step after the fair catch.
