IMO the main problem is the lack of a system to ensure that the refs are doing their job. If you have a legitimate complaint about a ref the league tells you that your only recourse is to NOT vote them to officiate tournament games or NOT hire them. Now come on guys! You know refs NEVER miss anything or make mistakes. Even when the ref is ten feet away from a block in the back and pictures show that he was looking at the play (must do a lot of blinking in Athens). Surely anyone can see it's never the refs fault.
