Stat wise Portsmouth's Kyle Simpson is the top returning WR in the league. I think with Myers throwing the ball Simpson has a really good chance to be the top WR in the SEOAL.

keep an eye on
If Chillicothe gets a QB--watch out for Oates--he gets open quick and his speed will get him a lot of yards after the catch
Also Whitaker from Chillicothe can catch a ton
Lindsey from Logan will be heard from in a big way
Warren's Venham might be the best if he can get a team behind him.
Jackson's Winchester will be a stand out if Jackson can come up with a good throwing QB
