If Jackson and wellston consolidated, they would be DII. very close to Logan numbers. If the kids in ge city of wellston went to VC and outside of the city when to Jackson, they would possibly stay in DII. But that would be the only way.
But if you add just jackson and wellston together, what would you do with oak hill, they would stay down at div 5 or 6 or 7?
I would split wellston up 3 ways. City kids go to VC. Northern half of the district goes to Jackson. Southern half goes to oak hill. That would pretty much allow Jackson to stay D3 and oak hill probably wouldn't change either. VC would probably move back to D3 though.

If an earthquake happens and all the school buildings in SEO are destroyed, then consolidation would happen across the board. Without an earthquake, nothing changes.

People always approach this question with sports in mind. They should be the last consideration. Consolidation should be about improving education with an expanded curriculum and course opportunities not available in smaller schools because of costs and space availability. Parochial smaller communities do not want to lose their "identities" and backward ways, reveling in their ignorance of the world. Lost opportunities and breached futures continue to plague SEO.

1. The savings from consolidation are always way over-estimated. They don't materialize. And there's no reason that they can't be accomplished by "Educational Service Centers."
2. The costs of consolidation are always way under-estimated. Whatever imaginary costs you think you save by eliminating a dozen or so administrators is eliminated by levelling up the rest of the staff.
3. There have been two school district consolidations in Ohio in the last 25 years. Both of the eliminated districts were in a state of fiscal emergency with zero hope of eventual solvency. There aren't any in SEO in any kind of fiscal danger at this time. Bellaire was, but that's fixed now.
4. Generally speaking, political jurisdictions do not vote to dissolve themselves and give their money and power to someone else. It really helps to be out of money.
5. Every consolidation has to be approved by the legislature and the voters. The legislature looked at this briefly in 2010. They blinked. It won't happen. Voters hate it. Especially the ones voting on it.
6. School boards think like communists. They believe everything should be equitable. Transportation time being "fair" across the consolidated district will almost always require new physical plant.
7. The fake math of consolidation cost savings ALWAYS requires a large investment upfront that pays for itself slowly over time. Even including the fracking zone, there are no districts in southeast Ohio that have the extra money to fund the initial investment.
8. The last big wave of consolidation happened when the legislature funded it. This legislature won't. They hate it when money leaves Columbus.
9. If the legislature would by some miracle fund consolidation the money would be distributed in a gerry-mandered fashion. The legislature hates southeast Ohio. They'd pay for consolidating one obvious district in that general part of the state (like Fairfield Union and Liberty Union or something close to Columbus) and consider the job done. The rest of the money would go to the other parts of the state mostly around the metro areas.
Consolidation will only happen if the legislature more or less mandates it and funds it, and that will only happen in SEO if that part of the state experiences a large natural disaster that spares everyone else.

Wellston is a division 5 school that is doing well academically, and the community is actually on an up and up with several small businesses opening up also Wellston is out of fiscal emergency, will we ever be a Jackson? no but can we a be a small town that supports small business and be a tight knit community? yes. I for one enjoy a small school setting and prefer to either do my shopping in Wellston and if I have go out it is typically to Chillicothe or Athens as they have more options. Jackson should be proud of what they have accomplished but to create county schools would kill small towns and would take away a lot of traditions. Look at Gallia Academy, shutting down their athletics very soon because they don't have the funds in the budget. If they are then the other schools in that county that are even smaller and have less money aren't much farther behind them like South Gallia and River Valley.
You do this in only areas like ours in southern Ohio. like scioto, Lawrence, gallia, Adams, hocking, Athens, Ross, meigs. It will happen in the future with the economy and everything, a lot of areas are struggling.

Where in the world do you get your information? St. Joe, one of the smallest parochial schools in the state, had 5 students graduate with a 4.0 average and many of the students received full academic scholarships to various schools. I would put these students up against public school students any day of the week. Scioto County has 11 public high schools, with Notre Dame as the lone private, in a county of 79,000 people. I am not an expert on educational funding, but I would have to think that having that many HS's for such population is way too many fiscally speaking. I venture to say that per capita, Scioto County may have more HS's than any other county in the state.....1 HS per approximately 7,000 people.......and consolidation is not happening any time soon with all the new school buildings that have been constructed within the past decade.

As usual , the point was missed. Smart kids everywhere ....... Including public schools. How extensive is ND with advanced science , math and foreign languages ? Equal to the classes available at Upper Arlington ? Centerville ? Strongsville ? Size and numbers make advance classes available that small schools can't offer. Has nothing to do with smarts. Has everything to do with course selections and availability not offered at small schools, small staff, limited funds, etc.

BTW, 4.0 means nothing. Lots of those and it depends on how they stack up with others likewise. Kids with limited posture to advance classes at a disadvantage with kids where those were available. That's also why there are entrance exams as grades don't expose the breath and depth of better prepared students. I have 2 college grads sons, one from honors college and both were well prepared at bigger school with expanded advanced classes. Both graduated to corporate jobs and careers ( one s a V-P, good income , great careers, etc ). Consolidation is about better educations, not sports.

I am personally not a fan of consolidation, community is an important feature of any upbringing and educational experience.

It is not the size of your school but how you use it. I know the joke on size thing but this is about education. Here in Lawrence County every public school now has STEM education in them. As well as a new school in South Point for STEM education. I am not up on all of it but it is suppose to be for Science, Technology, Engineering and Math. Putting more into those subjects and at a higher level. As well as some schools with college level courses or going to the college to take classes. Even having classes online at the high school with a teacher elsewhere. There are more options now available that smaller schools can now take advantage of. That can prepare them very well for college and high paying jobs after college.
Just because big schools work for some in going to college. Many go to smaller schools because they are smaller. Students still have to study to make the most out of the education they are being giving. Not every school can be what each student needs to achieve. Working to better each school no matter what their size is more important.
