What's the Rule?

I'm curious what the rule is on a double foul? I always thought it was a jump ball and went to the team that had the possession arrow, but I have seen officials give the ball back to the team that had it when the double foul occurred even though the possession arrow wasn't in their favor.

The ball goes back to the team in who was in control, the exception is if there is no team control which then you go with the arrow!
