Going off of what they have accomplished in recent years, they are NOT a top DII team, and with the exception of one or two years has never been a top DII team. They muddle around with a bunch of DIII competition as the bulk of their schedule. Now, when I have seen them, I admire how hard their kids play and I believe they are well coached, they are just not a solid DII team.

First, Coach Maddox and Coach Combs are contemporaries, (meaning, they are sharing the same time period or era), and their records are almost identical. Each, holding over 220 wins in their relatively young careers.
Secondly, Athens, Vinton County, and Warren all have the same number of district titles in "...recent years..," one. Vinton County winning theirs in 2008 and Athens and Warren winning theirs in 2013. Ahem...psst...just so you know, Warren beat Vinton County in the district finals in 2013 to win their title. One more thing, just so you know, again using your "...recent years..." time period and what I believe you to use to base your over-reaching opinion to the "...top DII team..." prognostication, well, that would be Logan Elm. The Braves have won multiple district titles. I believe they have four. Therefore, it could be argued that neither Athens, Vinton County, or Warren is the "...top DII team..." in the area. In fact, before returning to DI, Chillicothe was not a "pretender" winning five or six district titles. It could be said that Athens and Warren are "pretenders."
Next, while The Vikings "...muddle around..." with what you believe to be inferior competition that be or not in the Tri-Valley Conference, (the same conference that Warren has asked to join several times), The Vikings are very successful against schools that are DII and above in "...recent years..." of course. For example, if we just look at The Vikings record against the SEOAL in "...recent years..." a league full of DII teams, you will see the following:
2000-01 - 1 – 3 (Win against Logan, Losses, Jackson, Athens, Gallia)
2001-02 - 1 – 2 (Win against Jackson, Losses, Logan, Athens)
