This isn't OHSAA district. It is Ohio High School Basketball Coaches Association (OHSBCA) districts. OHSBCA District 13 & 14 cover the OHSAA Southeast District. I'm curious how you know her coaches didn't nominate her. I don’t know if her coach nominated her or not, I was just saying you have to be nominated before others can vote for you. And if I were you I wouldn’t get to worked up if your daughter weren’t selected.
