Surprised that Valentine from Clay didn't make 2nd team. Might be because their coach didn't report anything to the OSSCA all year.

Top 5 from the SE are sent to the state to represent the district on the all-state teams. They are voted on from there. That is how D3 is, so he must not have been one of the top 5 vote getters from the coaches.
D2 is the top 4, as we have less teams then most other districts.
Once the players are in the top 5(or 4) their stats that their coach brings to the meetings are organized and then sent to the state and are then sent to the voters for the All-Ohio teams.
