Actually 8/12 teams left are private schools. Hopefully competitive balance will help solve this. 8/12 isnt bad, but does this happen every year?

By looking at the enrollment numbers, competitive balance isn't going to change much. Below are the current boys enrollment numbers for the D3 final 4 teams.
Cin. Summit Country Day - 138
Bishop Rosecrans - 49
Mansfield Christian - 68
Kidron Central Christian - 43
With the current divisional break between D2/D3 at 177, Summit Country Day could possibly (not likely) be sent up over the line, but the other 3 definitely will not.

Summit very well could eclipse the Division break point and move to D2. It would only take 7 players at a +6 to move them to D2.

That is true, but I assume that there will be other schools moving upward as well. With this being a count year anyway, who knows where the cutoff will land for 2017.

The move in the cut-off number generally is only not that large of a swing.

Agree that the impact will be minimal. I expect the swing in cut off number to be somewhat more than normal in the upward direction due to the addition of the competitive balance numbers, but still nothing extreme. My guess is that on average schools have 2 kids that will meet the criteria to be a +6, so I expect the D2/D3 line to be around 190 for soccer.

Summit may actually have quite a few, I don't know.
I doubt that Alter (Kettering-D2) won't add many as most actually attend feeder school.
