The fielder can use the safety base which takes the term safety base out of the equation. What are your thoughts?

If that's the rule then it's not a safety base.

On abnormal play, the first baseman has to use the white base and the runner has to use the safety base. There are certain exceptions when that is no longer the case. So it is actually doing its job

One instance would be on a drop third strike that goes to the backstop on the first base side. The first baseman uses the safety bag to receive the throw from the catcher which makes it safer than throwing through the runner.

Any throw that takes the first baseman to the safety bag causes the runner to then have to use the regular base. There's no way to eliminate every concern
