No, there are no rules on the prep schools. The following is from Wikipedia...

Huntington Prep School is a self-described " basketball academy", in Huntington, West Virginia. It is unrelated to, but often confused with, the public Huntington High School located in the same city. It was founded in 2009 by former coaches at the public school.

The school's entire enrollment consists of a nationally traveling boys basketball team, playing similar programs throughout the country. Academics are provided by the St. Joseph Central Catholic High School, a religious school. All students are considered NCAA Division I prospects. The school's academic building is a former retail store. Practice is held in the Recreation Center at Marshall University, with "home" games played at local high schools, the Cam Henderson Center, or the Veterans Memorial Fieldhouse.

The team's nickname is the "Express" which is derivative of the nickname of a former public school in the city was closed to form Huntington High, which was the "Pony Express", and of the city's railroad heritage. School colors are Carolina blue and yellow.

None of the players actually live in the city, all are recruited. Because of this, the school is excluded from participation in the WVSSAC, which is the state's high school sanctioning body.

Ironton fans probably remember Agnew of Bellaire a few years ago. Well, this guy would make him look petite.
