It is based on your body of work up to that time. What it doesn't factor in is the fact that several of the schools in these sectionals play in the same league and rather then look in to the actual strength of schedule and having back ground knowledge of how the other teams outside of their league faired, they just stick together to insure themselves of more votes. That is why you often see some of these two-5 seeds getting knocked off by lower seeded teams. Coaches go in to draws and vote teams they know are better lower because they know they would have a more difficult time beating them if they get in to their side of the bracket. It is mostly about strategy when it comes to the draw.

Agreed, but they had 3 losses early on, 2 that really hurt them in the seeding.
