He didnt try to cut spending...congress may have. Hoover wanted taxes raised on the wealthy and their loopholes closed and started several public works, many of which FDR expanded upon. Fact remains that all that spending didnt help.

Not one of these taxes existed 100 years ago, & our nation was the most prosperous in the world.
We had absolutely no national debt, had the largest middle class in the world, and Mom stayed home to raise the kids.

100 years ago...

The average life expectancy for a man was 47.

Only 14% of the homes had a bathtub and only 8% had a phone.

The average wage was $592 per year. (Roughly .19 cents per hour)

The average work week was 12 hours per day, 6 days a week.

Child labor was still allowed.

95% of all births were at home.

90% of all doctors had no college education.

The 5 leading causes of death were...
1. Pneumonia and flu
2. Tuberculosis
3. Diarrhea
4. Heart disease
5. Stroke

Marijuana, herion and morphine were all sold over the counter at the corner drug store, the same place were most people bought gasoline. Herion was advertised as "...good for the complexion, gives bouyancy to the mind, regulates the stomach and bowels, and is, in fact, a perfect guardian of health."

There also wasn't any Social Serurity and no companies had a pension plan. You worked until you died and your widow depended on handouts from others.
