meigs d2 or d3

i have a question according to the ohsaa enrollment numbers and cutoffs. meigs should be d-3 in team tourney and d-2 in individual tourney but on sectional breakdowns it has meigs in the d-3 sectional. is this a error or is it correct and if it is correct do the ohsaa cut off numbers mean nothing.

Meigs should be DIII in invidiual tourney cutoff is 219 and they reported 218 students, making them DIII by 1 student.

i must not be reading the cut off numbers right then.

these are the numbers off of ohsaa website and it says 213 was cut off that is why i am confused.

my understanding, not sure if correct, is that meigs will be d2 when they go to sectionals. If meigs was to go to something like the state duals then they would compete with the d3 teams. who knows why they made two separate cutoffs
