I think you are correct. In college football coaches and schools can deny where you go, especially if you go somewhere that is an opponent on future schedules. So I will doubt that he ends up at any Big10 school or any school OSU will play in the near future.

A graduate transfer can only transfer if the school he's transferring from does not currently have a scholarship offer to him for the next year. I suppose if he decides on a school that Urban didn't give permission to they could always offer him a scholarship for next year and keep him there.

We may assume that Burrow is an automatic starter at any school he chooses yet Joe's body of work at State is rather pedestrian:

Burrow is not going to be handed the starters job at a name P5 school. He will have to compete and earn it in a short period of time. So if Joe wants to enhance his chances of starting, he should keep G5 teams on his list.

Burrow has talent and intelligence so I am confident he wil choose well and play well, but we should not assume he is a NFL first rounder.

It is my understanding joe is virtually a free agent with a few caviates. First and foremost is he must find a schoolmthat has post graduate degree program in his couse of study. This will eliminate some universities off the top. Then the schoolmhas to have a scholarship availabke and finally he has to think he has a chance to play.

So i am not sure who that would nearer the field too but that will be narrower then you think
