Does anyone know if records lock and are voted for now on the computer or does seeding use your record at the draw?

I believe seeding is done online next 2-3 days. Seeds will be given to coaches over the weekend. conference call to happen Sunday to place themselves on a line, I think.

It’s changed from how it was done in the past. Back in the day coaches would go and all coaches would stand up and talk about teams top wins. They would all vote there. Then recently they would vote on seeds before draw. Then coaches would place each other on the bracket. The conf call must be new. Voting procedure in the East District for D4 has changed over my ten years here. We used to have a sectional at New Philadelphia and one at Union Local which were split geographically. A "super sectional" was argued for and we adopted that I believe 7 years ago. The initial step is to enter your record broken down by division and you get 1000 words to tell about your team/season. This process was done this past Sunday through last night at midnight.
Step two, all teams in our division in the east district vote online, we vote for the other 15 schools (you do not vote for your own). It's a points system to determine seeding (a vote as the 1 seed is worth 15 points and a vote as the 15 seed is worth 1 point), they throw out your one highest and one lowest vote to eliminate outliers and then total your points to seed the teams 1-16. This process opened today and closes Saturday.
Step three was started last year, rather than meet to place your team on the bracket we do a conference call. All 16 coaches get added to the conference call, once the "draw" starts the 1 seed will obviously have the first chance to go on the bracket, 1-4 can pass as many times as they want to see where other teams go, the 5-16 must go on the bracket when it is their turn, no passing for them. You may select where you go on the bracket, example, the 6 seed could choose to jump in with the 1 seed even though other options are available. It essentially allows coaches to pick their path. The higher seeded team hosts in the first two rounds (sectional), four teams move on to the district semis and those games are played on neutral courts.
