I take the meaning to be Blazer can play the Burg even though Boyd and Scioto Counties are not contiguous. Any KY school can play any out-of-state school whose county borders KY. So, Louisville Trinity could play Cincinnati Moeller. Covington Catholic could play Jeffersonville, Indiana etc. It sounds like Omega is right from what I am reading.

Even if we do get a season it looks like it won’t start till week 2 it seems everywhere is pushing the starts of their seasons back a few weeks

It means Ohio counties that border KY, not that the 2 counties have to be adjacent to eachother. One of the options was banning all out-of-state games, which Tackett didn’t recommend. Kentucky borders seven different states, and Tackett said 40 percent of the state’s counties, 48 out of 120, border another state.
That ruling is a relief for Northern Kentucky schools, who frequently play Cincinnati teams. Wilhoite emphasized that fact in the meeting.
“It’s vital that we play teams 15 minutes across the river,” Wilhoite said. “It’s closer to go 10 minutes across the river than down to other parts of our region.”
The ruling is flexible, so Northern Kentucky teams could play teams from places such as Portsmouth, Ohio and New Albany, Indiana that border Kentucky.

The out of state county only has to border the state of Kentucky. Scioto County borders Greenup County and Lewis County. But we’ll see Duhwine even releases Ohio to play. Another positive story about high school football getting a green light is out of Tennessee. Of course this has no direct bearing on Ohio, but at least it shows some momentum towards having a season.
