You don't get extra credit because of a school's history and riding the shirt tails of your predecessors success.

I guess one would need to define success before properly evaluating a coach. MOST coaches don't get the credit and respect warranted for the work they put in for the kids.
... usually what I find is that the successful coaches who seem to get it done year in year out without that "down" year are the coaches who rely on having taught the fundamentals of the game to ALL players the average player, the good player AND ESPECIALLY the most talented player(s) ... when a coach has developed a "system" where the fundamentals of the game at voth ends are taught from the younger grade right up through varsity - less time is spent teaching the fundamentals at the top and more time is then spent teaching the nuances of each position ... when good fundamentals are the foundation of a program , your players become a TEAM, and it is a TEAM that can play with anyone when the talent is down or not as good as those GREAT YEARS that the outstanding coaches DO HAVE due to the quality of a class coming through or more than one class coming through a program ... imo that's when Howie Caldwell, Doug Stiverson, Blane Maddox, Norm Persin, Rob Beucler, Matt Combs, Ryan Davis will always put a quality TEAM on the court from year to year ...
Teaching fundamentals at the younger ages and head coaches being involved in that and the biddy ball programs is very important. I think the thing that gets lost more than most other aspects is strength and conditioning programs starting in middle school. Coaches need to start developing fundamental ATHLETES. You coach at a smaller school and struggle with down years of talent? Then make athletes and those down years will be sustainable and when you have upticks in talent it’ll be amplified.
