Federal officials will soon start inspecting U.S.-bound cargo for nuclear material at six ports,including those in Pakistan,Omen,and Singapore.Even when the inspection program is fully operational,though, only 8 percent of the 11 million cargo containers that reach the U.S.each year will be screened.
