As of the 2016-17 school year, the OHSAA.org / myOHSAA site is no longer the official schedule site. So many games are missing and may remain missing.

I think the Wheelersburg @ North College Hill game is a go for Week 4

It is. I've received e-mails from both the A-D and coach. The only thing still up in the air is the game time. Right now it's scheduled for 7PM, but they're trying to get it switched to 3PM.
