In the district meetings, coaches nominate their player(s) for all state and must have a form filled out ahead of time. Every coach in the room gets a copy of this document. Each coach talks about their player(s), and then the coaches vote on a ballot, ranking the all-state nominees. Coaches are required to sign their ballots. The points are tallied up, and as Gview said, the number of all state representatives that a district and division gets is set by the state. I know for the southeast district, for D2 boys it is 6, D2 girls 5. Not sure about D3. The ballots and paperwork are saved.
