Nearly half of the stores surveyed by the National Retail Federation said they have tightened the rules for returning merchandise. Most stores now require that all returns be made within 90 days, and that a receipt be presented Fraudulent returns cost retailers an estimated $3.7 billion during last year's holiday season.
